Yes there is an index to the Enrollment Cards. The cards as you know are located in Microfilm section M 1186 at the National Archives.

Note that Reel No. 1 is the index. They are sorted by Name (though not a pure alpha index) and also further back on the same reel by Census Card Number.

They are also divided by nation and by classification---By Blood Minors Newborns Freedmen New Born Freedmen Minor Freedmen etc.
