I know the birth date is off but there was only one Robert Scruggs born in the 1890s living in Williamson County -- your Robert. I think the birth date in the 1900 Census was an enumeration error. They made several in the 1900 Census, actually. The birth place of his mother & recording that Robert was a female for example. Anyway, I think this is probably your Robert's draft card.
