Obviously, Pennsylvania has decided to be "a part of the problem" rather than "a part of the solution" for us genealogists! Just because there's so much identity theft going on these days, is certainly no reason to make things harder on the law-abiding folks.

Seriously though, yes, PA is one of the states that it seems nearly impossible to get information from. I agree with Lisa B. Lee, if you can get someone in PA to assist you by going to New Castle, that may be your best bet. But, like Lisa admonishes, don't give up!
