While not specifically for African-American newspapers, you may still be interested in knowing that Gale Cengage, in celebration of National Library Week, is offering free access to some of their collections. Of particular note, the Gale News Vault collection that is part of this offering, has historical newspapers from the US & UK. The database, 19th Century US Newspapers, is part of the Gale News Vault collection.

I did a blog post on the NCGenWeb blog at http://www.ncgenweb.us/gale-national-library-week for more details. In the blog post I specifically list the NC papers, but there is a link to download the title list which covers many more states.
