From what I gather from your query, you don't know which paper carried the picture or the issue date, correct?
Generally the first stop(s) in search of your answer would be the local library & genealogy society. They would tend to specialize in items associated with the town/surrounding area. They may have a newspaper index that covers a good portion of the late 20th century. And one of them may have the paper accessible; probably via microfilm which may be requested from your local library via interlibrary loan. The next place to check for the paper would be the state historical society.
To do a quick check for the possible existence of a paper, you can go to Chronicling America. When I did I saw at least one paper covering the time period, the Deland Sun News. Clicking on "Libraries that have it", the U of FL at Gainsville and the Volusia County Public Lib in Daytona Beach have the film.
Newspapers are being digitized at a pretty rapid rate. Genealogybank.com has one of the largest collections but I don't see one there for your area and timeframe. You should check Ancestry.com as they have a sizable collection, and there are others on the web. You can do a Google search to see if you can identify them or hopefully some of the other readers of this post will respond and mention several by name.
