There was a black paper called the McDowell Times that provided wide coverage of the state, but unfortunately it does not look like copies exist for 1928.
A search for existing papers of any type for the time period shows only one, The Sunday Register, out of Beckley. However, there was a link for related titles showing The Raleigh Register, also published in Beckley, that apparently exists--my guess is that they are probably in essence the same paper.
You need to repeat this search for newspapers in the area he was born, places he may have stayed for a number of years, and locations where he is known to have surviving family/relatives.
If he lived/died in Beckley, I would definitely contact the library & genealogical society in the town and see if they have an obit clippings file.

A great how-to resource for newspaper research can be found in The Source, which is now available for free on the Ancesty.com site in their wiki. Since Ancesty.com is a paid site, you may have to go to your local library to get access.
If he was a coal miner, let me know because that opens up additional avenues to search.
