Re: Black man in white CIVIL WAR regiment?

Where would I look for archival records of Civil War recruitment bounty payments in Pennsylvania?
I've read on the excellent "Valley of the Shadow" website that payments to volunteers in Chambersburg rose from $50 to $200 by the last year of the war, when Uriah A. Wise enlisted in 210th Regiment of PA Volunteers, Company K, under Colonel William Sergeant of Philadelphia. I imagine that my ancestor, a former slave from Virginia, used his military pay to buy property in Chambersburg, PA, where he lived from about 1878-1909.
