I have absolutely nothing on the Moore family yet, so I'm afraid I'm of no help there. I suggest looking through Paul Heinegg's site for the Moore family (http://www.freeafricanamericans.com/Moore_Murrow.htm). Francis isn't there, but I see some Craven Co. Moores listed. You might be able to narrow down some possibilities to research.
Where do you live by the way? Are you in NC? If so, the State Archives has a lot of info for Craven Co., you just have to wade through it all. If you have the opportunity, you might start seeking out wills of Moores on Paul's site for those born around 1800 where Paul has not listed their children, for instance a John Moore in Craven Co. 1790 who had 3 sons.
As I suggested you do with Jane, I suggest you look through bastardy bonds, apprenticeship bonds, and guardian court records for 1819-say 1840 for Francis (1840 b/c if he was bound as an apprentice, free black males were bound until age 21)
