It appears that they probably are related, for sure the Cox-Payne family is Washington break-down is as follows:

William Cox married Alcinda Washington (we think this is her surname) in Loudoun County. Their daughter (one of six), Elizabeth Cox married Joseph W. Payne, son of Joseph A.H. Payne and Nancy C...?. All of these folks were from Loudoun Co., VA. Hazel Payne, the sixth daughter of Elizabeth & Joseph W. Payne, was born December 1897, in Mt. Gilead, Loudoun, VA. Elizabeth Cox is related to William Coxe (not Wm who married Alcinda)of Uniontown, Fayette County, PA. In fact, so am I, because William Coxe of Uniontown, PA, second daughter, Wilda, married my uncle. All of these folks are deceased. Confused? Me, too! However, this is not unusual when it comes to the folks. Let me alert you, there are other Payne members in Ohio, in and around Columbus.
