I do not find any Fullers in "North Carolina Emancipation Records," but a Balaam Fuller, Jr., born about 1854, son of Balaam Fuller, Sr., is included in N.C. Freedman's Savings records as born in Wilmington.
A Fuller family that was free in Norfolk and Princess Anne counties, Virginia, is on my site.
