I did not find the Russell family in the colonial court records for Kent County, so they may have been freed sometime after the Revolution. There are no certicates of freedom for Kent County until the 1850s. You can access the deeds (which will include manumissions) by visiting the archives in Annapolis or you can call the archives and get a password to access the deeds on-line in pdf form. Their digital records are a great resource and save you a trip.
There was also a Russell family in adjoining Delaware: Thomas Russell, head of a Sussex County, Delaware household of 8 "other free" in 1810 and a Thomas, Soloman and Moses Russell who were "free colored" heads household in Sussex County and St. Jones Hundred, Kent County, Delaware, in 1820.
