FPOC Questions

I have a William Davis, free colored, that owned land in PA, he is listed on the 1843 Tax List for Franklin Co. PA, he sold his land in 1859, left the state and settle in Medina Co. Ohio, also purchasing 25 acres, thus leaving Ohio and homesteading in Mich in 1863. My question is since he was "free", "never enslaved", did he have to carry "free papers" to move about and into another state, etc. If he did, did the court issue the free papers, or who? Has anyone seen or heard if free people receiving papers. Did it vary per state? I know owners/etc, provided papers to people who were or had been their slaves, but what about the FPOC? How did they move around with slave catchers in every state. Thanks for any information.
