[JAMAICA] Disappointed with the Registrar General Office
Apparently the staff at the Registrar General Department has not only offered poor services in the form of a gross lack of communication in genealogy but also in the area of birth certificate requests. Below is a posting I submitted to RGD’s support forum; it apparently has been censored (for lack of a better word) --- it was never posted:
“I am living in the United States and I must say that I am completely and utterly dissatisfied and frustrated with the Registrar General’s Department (“RGD”) online application process.
In July 2007, my Aunt convinced me to submit an online application to RGD, like Vivette (posted March 12, 2007 at 7:30pm), this was against my better judgment. You see, in May and June I had visited RGD website and read the entries in the Support Forums and was dismayed by the lack of response to queries on the part of RGD employees. However, my Aunt’s unwavering confidence (woefully placed) in RGD convinced me to complete the online application.
On July 12, 2007 (way before the recent hurricane), the fee was billed to my debit card and since then I have not heard a peep from the RGD office. As Vivette stated you are asked to submit several telephone numbers and email address, for what other purpose but to have RGD staff communicate with you regarding any issues pertaining to the application. Communication --- now that is a novel concept with RGD.
About two weeks ago after calling over and over I finally got through and spoke with a RGD Representative. Now be warned --- the telephone system is set-up with an automated menu so once the system answers your call your telephone or calling card begins to be billed immediately. So if you are calling RGD outside of Jamaica be aware of the time you are on the phone.
The RGD Representative I spoke with was very pleasant; she informed me that according to the computer my birth certificate was located and will be mailed to me in about a week. After the conversation I revisited RGD’s website, it still had not been updated --- it still indicated “Record not found.” Since then depending on the time of day when I visit the website the information has gone back and forth from “Record found” to “Record not found.”
Someone posted a comment in the forum that he/she lives in Florida and received their birth certificate in one day --- I do believe that that individual may just be a RGD employee because what else could explain the disparity in this one day turn around versus others waiting for months at a time within a process that according to RGD should take up to four weeks.
Another person posted that he/she is proud to be a Jamaican because the process was such a smooth one (another RGD employee?). Based on my experienced so far with RGD, it breaks my heart that I am unable to say the same --- at least in reference to this frustrating process.”
I recently submitted a copy to the Jamaica Gleanor and to the Jamaica Information System website --- Jamaicans need to be warned about this frustrating and lengthy process. I am sure the staff at RGD realizes that in reference to birth requests Jamaicans are at their mercy; where else can a Jamaican request a birth certificate.
