A life in Foster Care~ How to Research?

Good evenin everyone,

I'm a new momma to my 7 year old son. I've asked the foster system folks a million questions a million ways to try to learn what I can about my son's family/ancestors. Not much information was able to be given. Hopefully someday sooner than later his birth momma will be able to be in his life and we can talk to her about it. For now I'd like to start seeing what I can find out from other sources. My son's father is unknown, so sadly that will never be known. His birth momma grew up in the foster system, but I don't know when she entered the system. I don't know if her last name is hers from birth or if it was her foster parent's last name. I'm trying to find that out. The only thing I do know is his birth mom's name. She aged out of the foster system, so I imagine her last name is hers from birth. Foster parents don't usually give children their last name that I know of.

Does anyone have much experience with locating family history information when someone has been in the foster system? His mom grew up in the Bay Area in CA. She's in her 20's now. Robinson is her last name.
