William "Billy" STARR was a mixed blood Cherokee Indian. I haven't found proof of his marriage to Rhoda, but they definitely were the parents of Vinnie, per Vinnie's Dawes citizenship application (#690) and her acceptance to the Guion-Miller Roll (#33620). Vinnie is thereby, through William, a descendant of the full-blood Cherokee Indian, Nan ye hi, aka Nancy Ward, the last Beloved Woman of the Cherokee. Vinnie and Thomas (m. ca 1893) had four children at the time of the Dawes enrollment:

Willie Sanford, 7
Nellie, 5
Edward, 3
Kella, 2

Rhoda was an enrolled Cherokee Freedman on Dawes Commission application #689. Rhoda's father is not listed. Rhoda was a slave of Tom STARR II, William's father.
