Correct. There are people on the "Cherokee by blood" and "Cherokee by blood Minor" sections of the Dawes Rolls who have no Indian ancestry and are not identified by the Dawes Commsision as Indians and were not given blood quantums. Some of them have a treaty right to Cherokee citizenship however if they were members of the Shawnee tribe or the Delaware tribe prior to those tribes moving to what is now Eastern Oklahoma. Their rights to tribal membership under those treaties is still being respected.
There are Descendants of Cherokee Indians who are not listed on the Cherokee by blood rolls who were listed on the Dawes rolls. These people are listed as "freedmen". Those people as well as those who were not descendants of Cherokee Indians are listed on the "freedmen" section of the Dawes rolls. All had a guaranteed right to tribal membership promised by both the US government and the tribe. This treaty is the basis of the government to government relationship between the tribe and the United States. All are being denied their treaty rights. All are being treated differently than descendants of whites with Delaware or Shawnee treaty rights to tribal membership.
