I want to remind you that what or who I found may or may not be the right people. Searching online census records is a skill that you develop through practice. There are lots of posts here on Afrigeneas which give tips on how to search more accurately. Most of all it just takes time to get used to doing it, and trying different methods. Sometimes nothing works - the person or persons just aren't there - they were missed by census takers. Or - they are using a different name - like a middle name instead of their first name. Or they are hopelessly mis-spelled in the index or on the actual record.

In your case - there seems to be a connection to Wake county NC, and so instead of Washington DC - I decided to look there.

I need to ask a few more questions - just to eliminate some search hits. Millard or Milard as a first name is quite rare when combined with Richardson. My assumption is that he was black? You mentioned being of mixed background but didn't say on which side of the family.

Do you by any chance have any idea what color your father might have been (skin tone). The census records that are earlier have a black or mulatto category( if of african ancestry) which can sometimes narrow down the search.

Going back to Wake county I did find a WWI Draft Record for a Milard Richardson:

This is a strong possible for your grandfather - if the link to Wake County holds.

Would suggest you order a copy of the birth certificate for your father from DC. You also should investigate Wake county records of marriages to see if there is a marriage for Millard.
