Are you sure that Ruth Elaine Tate is the daughter of Ophelia and Lattimore? You may already have this or figured this out, but looking at the birth index for NC, Ruth Elaine Tate's parents were Ophelia Crowell and J.C. Tate. Could Emma's name be Ophelia Emma or Emma Ophelia? Accordiing to the 1930 census Ruth Elaine Tate is the "daughter of John (J.C. maybe) and Emma Tate. Also in the household is Ophelia at age 20. According to the 1920 census, Ophelia "Horton" was John's stepdaughter. Just my observations.
