Reconstruction in Arkansas
The new Reconstruction constitution (1868) made provisions for a statewide system of Public Education and a stronger infrastructure (transportation, commerce). The conservatives were not happy campers. Besides the insult of having to give up their once powerful control over state and community, they considered it an outrage to have to accept the newly freed people as members of their once closed public society.
By 1870, it was clear the former confederate conservatives would regain power by any means necessary. During the 1871 elections, "voter fraud and intimidation were widespread..." ¹
