In what record was your ancestor listed as a fugitive? Also with the Freedmen's Bureau, people were sometimes constantly on the move. Many of the people's whose names appeared on the list tended to be women, children and the elderly, or people too old, infirm or sick to be employed. Many able-bodied and young men were either serving in the military or employed somewhere. Thus if you don't find your ancestor on whatever Freedmen's Bureau list you viewed, it might indicate that he was in the military, working for the government, or living somewhere temporarily away from his neighbor.
