Asst. Superintendents will report to this office with as little delay as possible to what extent the population, of their counties which was drained off during the War can be received back and provided for.

The counties of York and Elizabeth City are filled with thousands belonging to other counties and it is a m??? of humanity - get these back to there Old homes before the Bureau shall be withdrawn and a large mass of helpless..naked..starving people be thrown on one or more Counties that Cannot support them.

It is the duty every Bureau officer as far as is in his power to so provide for the Freed People that they shall not be left in a worse condition than when this Bureau first undertook to ameliorate their condition.
Asst Superintendents will therefore with energy and promptness examine the condition of their counties and report how far (starting as early as possible the number) the men, women and children belonging to their sub districts can without great suffering be received back and with what facility such as may be destitute could be rationed and provided with quarters either by the civil authorities or by the Bureau. Most of those who are at Hampton and Yorktown who should be thus removed, are destitute – women with families, some very large and it is important to know to what extent there dependents can without real inhumanity be removed to the counties from which they originally migrated.

Full statements are expected from each Asst Supt sufficient to guide those in charge of their populated counties in this Dist in retaining or in forwarding dependents to their homes.
