That made some very interesting reading - thank you for sharing it with us. In a funny way it made me think of contemporary legal vs illegal (undocumented) workers situation.

I've been comparing census records in Loudoun VA, with those listed in the registries - and it doesn't add up (no surprise). Lots of folks didn't register/records were lost during civil war...and even though folks were supposed to leave the state after manumission unless granted permission to stay - in Loudoun large numbers of FPOC seemed to stay right there. They perhaps provided cheap semi-skilled labor and kept a low profile - due to not having "papers" (like current green cards) Loudoun County also had active members of Society of Friends who seemed to provide employment for quite a number of FPOC -and whose members worked actively to achieve manumissions.

Your post on black codes in so-called Free Ohio made me curious about other such statutes in non-slave states. Would be interested in hearing more.
