The timeline for the L3 Haplogroup is much more ancient than the 1600s. Haplogroups are looking back to thousands of years ago. My cousin's mtDNA tested as L3d. And 50,000 years ago.
To answer the question of how African Americans have the L3 haplogroup, it is necessary to know where L3 and its subclades are found right now. They are found other places than Ethiopia.
Subsequent testing of my cousin's mtDNA through African Ancestry gave us matches to the Mende and the Temne of Sierra Leone today, very definitely in the area of slave trade to the Americas 200-500 years ago.
