I don't know why you are having so many problems with Nail. If you know the name of the person the tribe and know that he or she is a Freedmen the information is all their census card and enrollment card numbers. First you must make sure they were adopted into one of the nations.
If you know the name and tribe you should go to Search Archival Holdings. Then used the Nail Standard Search. In keyword type in Dawes Commission. You should get 5 entries. Don't use the entries that says applications but go to the bottom and use the entries that says Final rolls or citizens and Freedmen of the 5 Civilized Tribes in Indian Territory. Hit the button that says FULL when the page comes up hit links to digital copies. You will see the final rolls of all the 5 civilized tribes by blood minors newborn by marriage and Freedmen. If you know the enrollment number you just look at the left side of the page if you don't then you have to look through all the Freedmen names for that tribe. If they are Freedmen they will be on the list what you should do is go to Angela's page and make sure that surname is on the list. It is time consuming but Genealogy is.
