If you are able to locate your ancestor on the Dawes Freedmen Rolls then you will be able to best have that question solved. There is a search feature on the National Archives page---which might assist you in locating the name. But your ancestor will have have to have lived in Indian Territory steadily from 1866 onward to have been placed on the final rolls.
