Dawes Commission Creek Freedman census card #129 lists one applicant: Scott JACOBS.

Dawes Commission Creek Freedman census card #1341 lists three applicants: Rachel JACOBS and her two children John and Osborn. The father of the two children: Scott JACOBS.

I couldn’t locate a Rachel JACOBS or GRAYSON in the 1900 census.

Based on the available evidence I conclude Rachel and Scott were not married.
