Also posters, you can go in person to Oklahoma City to the Vital Statistics Dept. I went in person for my mother's birth certificate, my grandmother's name was on and my Creek freedmen ancestor's name was also on it (Cato Davis), father of my grandmother.
I also mailed in all the documents that was asked of me for identification and I got my father's birth certificate. His father, Calvin Abram (my grandfather), Chickasaw freedmen ancestor, was on it.
Both birth certificates I received were certified (in color).
Hope this helps to find your ancestors in the FCT. Freedmen or by blood makes no difference to me. I am a descendant of my ancestors in the FCT. I could be a mixed blood, who really knows with so many records missing. I really don't care!
