What it amounts to is if the family were slaves, then they were placed on the freedmen roll. It seemed that even if there was a blood quantum, it did not matter because of not having a by blood relative documented on the by blood roll.
The Dawes Commission determined which roll to place a family on and their decision (right or wrong) considered final.
