That is true now and was true before 1907. The Cherokee Nation was dissolved when Oklahoma became a state and did not exist until the tribe reorganized in the 1970s. I don't know whether or not Tuskegee Airman George M. Hubbard enrolled as a Cherokee citizen late in life.
