Question: Di the law passed by Congress (PL 638) in 1984 state that the BIA SHALL, or MAY if it chooses, contract out the responsibility for the issuance of the CDIB cards to the tribes?
Does the law state if and under what circumstances that the BIA could take back that responsibility or if the BIA could overrule the tribes' decisions regarding the CDIB cards?
If someone disagrees with the decision of the tribe regarding an application made for a CDIB card, what is the procedure for having that decision reviewed and who would be the entity (tribal court or BIA) who would carry out such a review?
Waht is the general process that would be followed subsequent to a tribe's rejection of a person's application for a CDIB card?
