I believe that they are indeed full brothers despite what the Dawes Commission did in their case. Silas is listed as 1/2 Creek blood. His full brother Manuel is listed as 1/4 Creek blood and their full blood brother John Jefferson is placed on the "Freedmen" Roll. The Dawes also lists their parents with different surnames. Silas is Jeff and Betsy McNac, Manuel is Jeff and Betsy George and John is Jeff and Betsy Randle.

I have a copy of John Jefferson's enrollment interview. When asked if he was a citizen of the Creek Nation by adoption or by blood, his answer was "by blood."

I have a copy of John Jefferson's Census card which lists his mother, Betsy Randly as FREE and tribal affliation as Tuskegee - same as Silas Jefferson.

I have a copy of Silas Jefferson's Death and Heirship Papers. He lists John Jefferson as his full brother and identifies him with the correct Dawes Freedmen Census Roll number.
