Let me preface my answer by saying that I know there are citizens/members of the indigenous governments who are individualsist and know nothing of and/or reject tribalism.

The will of the people is determined by our constitutions for tribes who have them and by the actions of the legislative bodies for tribes who have those and by a council of elders etc for tribes who govern that way. Any definitions beyond those formulated and accepted by the whole are spurious.

Most Americans think nothing of the capture, detention and deportation of Mexicans who live in this country in violation of federal law. Most don't even care that American born children are left without parents. They apply the law. But not when it comes to the romantic notions of Indian ancestry. I just don't get the hypocricy.
