There is nothing on the name in Caswell, but I have something for Pasquotank County, NC. If this record is yours, it is possible the person moved to other counties afterwards:
State of North Carolina, Pasquo. County Court, March Term. 1812
To the Worshipful the County Court of Pleas and Quarter Sesssions for the County aforesaid. The Petition of PENELOPE SWANN respectfully sheweth unto Your Worships that she is the owner of a certain negro Slave, named HANNIBAL, who she is desirous should be liberated and set free, May it please Your Worships to grant and direct the Clerk to make necessary orders, when the requisites of the Acts of Assembly for such cases made and provided shall be complied with, And your Petitioner as in duty bound will ever pray & c.

Pasquotank is in the far eastern portion of NC, while Caswell is in the central northern portion of the state. Wake County, the location of Raleigh is a about 3 counties southeast of Caswell. Here is a link to a map that might help you get the idea of the locations:
