Wood Co, TX 1860 slave schedule "fugitives"

Hello. I'm new to the forums. I'm looking at the 1860 slave schedules for Wood County TX, Precinct 4. It's all of six pages, so easy to see that every slave marked as Mulatto is also marked as a fugitive from the state. Every single one. Conversely, none of the slaves marked as Black is marked as a fugitive. Spot checking other precincts in the county shows a similar pattern. Has anyone come across the answer to this? I know owners from other parts of the South started hiding their slaves in TX as the Civil War drew closer and during its run, but that doesn't seem to quite fit this scenario.
