Tanya - some were also listed in the 1850 Census as going to California even though they weren't, because the Utah Territorial Legislature had not yet determined whether Utah would be a slave-holding territory or not. So to sidestep the issue for the time being, the slaves in Utah were listed in the Federal Census as being transient, on their way out of the territory. But some of the African Americans listed never did leave the area. It wasn't until February 4, 1852 that the Legislature legalized slavery with the "Act in Relation to Service".
