There are no ROANs in the book. If your ancestor was included in the 1860 Slave Schedules, they wouldn't be listed in the book because they were still slaves. These emancipation records are only about slaves who were freed prior to the close of the Civil War, it does not include a list of slaves freed after the Emancipation of all slaves after the Civil War.
I checked out the 1870 census and did not find an Eliza ROAN, b.1848 in North Carolina, although there was one born 1868 who was living in Yanceyville,Caswell Co.,North Carolina. There was an Elizabeth ROAN, b.abt 1849 Virginia, who was living in Morehead, Guilford Co.,NC. I don't know if she may be the one you are looking for, but you may want to follow-up and research her and her family that were living there with her.
