Milton HOWARD/SMITH Arkansas 1861

Hello! Please refer to the attached, which are scanned pages from my great grandfather, Milton Howard/Smith's Civil War Pension Record packet. My question is this: when it is written - Free 19 "Apl 1861 - what really does this mean? And if Milton Howard/Smith says he lived in Helena, Phillips, AR in 1861, in his pension record, how would this information be related to his "Free" date? As an escaped slave, could Milton have possibly hid behind Union lines, at Helena, Phillips, AR, without actually being a member of a contraband camp? Could this be a likely scenario? If not, what was the scenario for - Free 19 "Apl 1861? Thank you!
