I have a copy of that census. I kept it thinking it was a possible sibling of Frank and Eddie's father. But now that I have the other information you posted... I'm wondering if "Tom" had a double life, considering he wasn't in the household with Phillis during this time. The names of "Sam's" children are 95% of my aunts and uncles names. I may be reading more into this than I need to.
Also, Frank and Eddie were given to a Liza/Lisa/Lena JACKSON.
Eddie eventually adopted the Jackson surname.
