There were some folks surnamed STRANGE in WV. Most notably, Linsey/Lindsey/Linley Strange was from Fluvanna & he married Mattie Bird in 1878 in Summers County at a time when he was 26. He was a railroader. He shows up on the census in 1880 & his daughter marries in the county in 1899 (though I have not yet picked him up in the 1900 census)

Phoebe Strange appears on the 1920 Census in Greenbrier County, White Sulphur Springs District, age 53/58, servant for Robert A. West (who was a civil engineer on the steam railroad).
