If he was a police officer in the late 60's in Chicago he is retired by now. Suggest you check with the Cook County police union.

There is a Cook county commissioner named Roberto Maldonado (Dem)- but he appears to be too young.

Also do a search of archives of Chicago newspapers - police officers are often mentioned - there were very few Hispanic officers in Chi-town back then.
