Did you mean in 1920 you found William with 2nd wife Isabella?
In 1930 census, if he was listed as married but household didn't list a wife, chances are she died sometime between January 1930 and the date that the enumerator came around. Usually emumerators were required to list ALL people who were living that census year or at least part of that census year.
