Taking a look at the 1860 slave schedules for Harrison County, there is a slaveholder who was more than likely the owner of Jeff:

JY Collier is on the 1860 census in Beat 5 Harrison - listed as a farmer, age either 51 or 58 - hard to read, born NC, wife first initial R - listed as having 38,000 worth of real estate/property which is a huge sum (much larger than the neighbors) Listed also in the household is an overseer - 22 years old, surnamed Walker.
With that kind of wealth, there should be records a plenty, including tax records but also wills, estate records, deeds and newspaper articles.

The index for him on ancestry 1860 census is mis-spelled, couldn't find him at first, but found the neighbors from the slave schedules and there he was:

The actual record clearly says Collier, which would match the slave schedules. Though Jeff is listed as born in 1845 in 1880 - in 1900 his birthdate is 1835. It is clear that there is some leeway, and one of the males above is more than likely Jeff.

There is also a SMITH slaveholder in Beat 5 and several others in the county.

Given the strength of black naming patterns - you might want to file this couple away - since they named their daughter Rhoda.
