For what it's worth, I think it the same family as well in the 1900 and 1910 censuses. I saw a marriage record for a Arthemise Hymel to a William Allen Jr. in 1895 in St John Parish. That matches the 1900 census that indicates that William Allen has been married for 5 years. The 1900 census also indicates that Pierre Raphael and Felicia have been maried for 2 years which matches their marriage record. While it's not a perfect match it is close. I would try to find the family in the 1880 census. Property records might help too. It looks like they owned their property in the 1900 census.
