No, I am talking about the William Broxie that is listed as the Grandson of Dick and Fibby Broxie in Jefferson County, FLA in the 1900 census.

This William Broxie is listed as being born in Oct 1895. Which matches your William Broxie in the WWI draft notice. Therefore I believe that this William Broxie is the right one>>

Name: Willie Broxey
Home in 1900: Precinct 7, Jefferson, Florida
Age: 3
Estimated Birth Year: abt 1897
BirthPlace: Florida
Relationship to head-of-house: Grandson
Race: Black

Dick Broxey 50 Head Fla Fla Fla
Tibby (Fibby) Broxey 44 Wife SC FL SC
Eliza Broxey 27 Dau FL FL SC
Julia Broxey 21 Dau FL FL SC
Isaac Broxey 18 Son FL FL SC
Herman Broxey 16 Son FL FL SC
Joseph Washington 15 Niece (this is maybe an error) FL FL SC
Jennie (Looks like James) Broxey 5 Grandson FL FL SC
Willie Broxey 3 Born OCT 1896 Grandson FL FL SC

I went back to 1880 and found Dick and Phoebe (Fibby) in Jefferson County. You stated that William's mother is named Nellie Estella Graham, well in the 1880 census there is a Noah Graham family living a couple doors down from Dick. This Noah as a 1 year old daughter named Stella Graham. Do you know the name of William's father who would have been Nellie Estella Graham's husband?
