On the 1870 census there is a 26 year old black male, named Charles Cisco, who was born in 1844 in New York, working as a domestic and living in the Pittsburgh (Allegheny County, PA) home of a white physician named David Lewis.

Perhaps this same Charles Cisco also had a son named Charles, as there is a black man born in 1871 in Maryland, with that name living with his wife Elizabeth (Lizzie) in Philadelphia, Pennsylvania, on the 1900, 1910 and 1920 census.
