There are 2 free black women, each named Fanny Moss, on the 1830 census:

A Fanny Moss, aged 24-36, is listed alone on the census in Lynchburg, Virginia; and, a Fanny Moss, aged 55-100 is listed alone in Richmond, Virginia. The one in Richmond may be the one you are looking for as her birth year would be closest to 1775, if your Fannie was a free woman in 1830.
