He is survived by spouse, Lottie Foster; daughters, Mary (Jonathan) Powell, Wilhemina Foster-Rutledge, and Rikesha S. Foster; sons, Roy A. Carter, Harold (Adelaide) Carter, and Michael E. (Diane) Carter; sisters, Mabel (Artilemon) Brye, and Anna (Joseph) Smith; brothers, Melvin (Maria) Foster, Douglas (Lorene) Foster, and Robert Foster; ten grandchildren; and two great grandchildren.
