The closest I could find for a birth record on your grt-grandfather, Harry James Austin, is this draft registration information for WW II on Ancestry.com. The Fourth Registration, often referred to as the "old man's registration", was conducted on 27 April 1942 and registered men who born on or between 28 April 1877 and 16 February 1897 - men who were between 45 and 64 years old - and who were not already in the military.

There is a microfilm set "Kentucky Vital Records 1850-1910" that lists B,M,D records by county. Perhaps you can get the roll of film thru Inter-Library Loan, or your local FHC, for Warren County, KY.
BTW, here is the link to an interesting Rene LaForce article that was sent to me this past weekend by another of our "wonderful" AfriGeneas volunteers. The Hannah LaForce in this article is a 6th great-grandmother of mine.

My great grandfather Harry James Austin Sr. b. 1892 in Bowling Green, Kentucky d. 1948 Richmond, Indiana happens to be another thorn. On the marraige license to my ggma Marietta Rickman of Indiana, I learned Harry's parents names. William Austin and Mary Starks. But I'm still working on vital statistics. Anyone experienced with Kentucky records? Apparently they did not track births for Harry in Kentucky in 1892. Any suggestions to learn his parents vitals or move the search along?"
