Yeah, there's the "sinful" stigma attached to Divorce back then, since Divorce is viewed as a bad thing by God, people were more God conscious then "what God joined together, let no man put asunder".
So listing yourself as widowed made you seem less bad then divorce. I have a case in my family tree where a man and a woman were living in separate counties in 1910 both listed as widowed, but they were back together in 1920.
But I have seen definitely in the 1940 census, in the city, where a lot more people lists themselves as divorced, I have seen several in previous census also. But I think it's the way Divorce was seen Bibically at that time.
