Searching for one of my wife's uncles in the 1940 census, I located him in a reformatory for Negro youths, Called in the record the Virginia Manual Labor School for Colored Boys. They ranged in age from 11 to 23, but most were teens. They came from all over VA but most were from the larger cities, like Norfolk and Richmond. There are 9 pages, the image attached is the second page and shows my wife's uncle James Henry CONGO on line 69.
